WhatsApp Business API pricing in 2026: what changed on October 1
Replies inside the 24-hour chat window used to be free. Since October 1, 2026, most of them aren't. Here is what changed, what still costs nothing, and how to keep your bill flat.
If your WhatsApp bill jumped this month, this is why. On October 1, 2026, Meta started charging for two kinds of messages that used to be free: utility templates sent inside an open chat, and service replies beyond a free monthly allowance (Meta).
Nothing changed for marketing messages. They were never free. What changed is the cost of talking to customers who are already talking to you.
How WhatsApp pricing works now
Since July 1, 2025, the WhatsApp Business Platform charges per delivered message, not per conversation. You pay only when a message is delivered, and your customers never pay for messages they send you (Meta).
Every message falls into one of four buckets:
| Category | What it's for | Charged? |
|---|---|---|
| Marketing | Offers, launches, cart reminders, win-backs | Always |
| Utility | Order confirmations, shipping and delivery updates | Yes, including inside an open chat since October 1, 2026 |
| Authentication | One-time passwords | Always |
| Service | Free-form replies to a customer who messaged you | Free for the first 1,000 a month per number, then charged |
The rate depends on the category and on the country code of the person you're messaging. Utility and authentication get cheaper as your monthly volume grows. Marketing doesn't.
What changed on October 1, 2026
Utility messages inside the chat window. From July 1, 2025, a utility template sent while the customer's 24-hour window was open cost nothing. Meta switched these from free to regular pricing on October 1, 2026 (Meta). So "Your order has shipped" now costs the same whether or not the customer messaged you that day.
Service replies past 1,000 a month. Service messages had been free since November 1, 2024. Now each business phone number gets 1,000 free delivered service messages a month, and Meta charges from the 1,001st. Unused free messages don't roll over (Meta).
A payment method is now required. Businesses without a payment method on file by September 30, 2026 stop getting their service messages delivered once those messages became chargeable. If replies quietly stopped going out this month, check this first.
What's still free
- Messages customers send you. Always free.
- Your first 1,000 service replies each month, per phone number.
- Everything in a free entry point window. When someone messages you from a Click to WhatsApp ad and you reply within 24 hours, a free window opens for up to 7 days. Marketing, utility, authentication and service messages are all free inside it (Meta).
That last one is the biggest lever most brands ignore. If you already run Meta ads, ads that open a WhatsApp chat buy you a week of free follow-ups with every shopper who taps them.
Which category your message lands in
Meta decides the category when it reviews your template, and the rules are stricter than most people expect (Meta):
- Cart reminders are marketing, even if the shopper asked for them. Meta's own example of a retargeting message is "You left items in your cart!"
- Order updates are utility only if they stay clean. An order confirmation with a discount code attached becomes marketing.
- Unclear templates default to marketing.
The practical rule: keep transactional messages purely transactional, and put offers in a separate message to people who opted in to hear them.
If you sell in India
Two India-specific changes to know:
- Billing in rupees. Meta launched INR billing for eligible Indian businesses on January 1, 2026. They must move every messaging account to INR by December 31, 2026. After that, Meta stops delivering messages from their non-INR accounts (Meta).
- Higher marketing rate. India's marketing rate went up on January 1, 2026 (Meta). Monty Mobile puts it at about ₹0.86 per message (around $0.01) before 18% GST, with utility and authentication at about ₹0.115 (Monty Mobile).
Meta updates rate cards several times a year, including on October 1, 2026, so check your own rate card in WhatsApp Manager before you budget.
Seven ways to keep your bill flat
- Count your service replies. If one number handles all support, you can pass 1,000 a month fast. Know where you stand before the invoice tells you.
- Say it in one message, not three. Each delivered message is billed. Combine "order confirmed" and "here's your tracking link" when the timing allows.
- Drop the updates nobody needs. "Packed", "handed to courier", "in transit" and "out for delivery" is four utility charges. Most customers only care about shipped, out for delivery and delivered.
- Answer in the chat instead of firing templates. When a customer asks "where's my order?", a direct reply is a service message, and the first 1,000 a month are free.
- Use Click to WhatsApp ads for acquisition. Seven days of free messages per shopper beats paying marketing rates to re-engage them later.
- Keep utility templates clean. One promo line turns a cheap utility message into a marketing one.
- Send marketing to people who want it. A smaller, opted-in list costs less and gets blocked less.
Where Pipr fits
Pipr runs your WhatsApp conversations and campaigns on your own Meta account, so message costs are paid from your own Meta wallet at Meta's rates. Before any campaign goes out, Pipr shows you the audience and checks your wallet, and nothing sends without your yes.
Day to day, Pipr answers order questions straight from your live Shopify data, so most "where's my order?" chats end in one reply. See how WhatsApp campaigns work in Pipr, or read our guide to WhatsApp order update templates that stay in the utility category.
FAQ

No. Meta charges per delivered message for marketing, utility and authentication templates. Service replies are free for the first 1,000 a month per phone number. Messages inside a free entry point window, opened when you reply to a Click to WhatsApp ad chat within 24 hours, are free for up to 7 days.
Are utility messages free inside the 24-hour window?
Not anymore. They were free from July 1, 2025 to September 30, 2026. Since October 1, 2026, they're charged at the regular utility rate.
Is an abandoned cart message marketing or utility?
Marketing. Meta classifies cart reminders as marketing even when the customer asked for them.
